As we couldn't complete this with any WordPress membership plugin, we came up with an alternate solution. With Dave Striker and Robert Hicks assistance, Melinda is setting up Phase XIX and Phase XX in SharePoint.

Dave will be helping her bulk upload external users and members to groups. Melinda also has access to manage these RCP groups so she can remove and add users as she sees.

Going forward Dave will need to do the external users upload given we are using groups. The external users need to be in our tenant first before she can add to groups.
